(1) Vendor needs to provide a consultant to conduct an economic impact study of proposed rail improvements in the region and connecting to the region to the government authority located in Hartford, CT.
- Clear, easy to visualize mapping and narrative about the current and potential future regional rail system (consistent with the 3 items above), with emphasis on key markets connected, infrastructure that needs to be enhanced, and service alternatives.
- Different service scenarios are likely to have measurably different impacts on local development. A suggested start would be to look at both half-hour and hourly service along each line.
(2) All the questions must be submitted no later than March 18, 2020
