[A] Budget: Looking for Proposals
[B] Scope of Service:
Vendor needs to provide consulting services of organizational assessment and comprehensive compensation study to the government authority located in Alameda, CA.
- Human resources consultant/firms to conduct a comprehensive analysis of the District’s organizational structure to determine if current staffing is appropriate and efficient for current and future operational demands and succession planning.
- Organizational Assessment: conduct a thorough evaluation and review of the district’s business processes and organizational structure; review all organizational priorities by conducting interviews/surveys and understanding the district’s strategic plan document and other relevant
planning documents; access functional assignments and staffing levels required to perform current duties and make recommendations to support a more effective and efficient organizational design to achieve the district’s goals; identify areas of over- or under-staffing, including management and line staff, and provide options for structural reorganization; forecast a five (5) year organizational structure including staffing needs if the district were to move forward with its plan to begin sewer service.
- Comprehensive Compensation Study: Conduct orientation and briefing meetings with management and supervisory staff to develop an understanding of organizational objectives, philosophy, requirements, and expectations for scope of work; Review background materials including existing classifications, organizational charts, budgets, salary schedules, personnel policy and procedures, strategic planning documents, and related information; Make recommendations to update job descriptions accurately identifying essential job functions; knowledge, skills, and abilities, education, and experience required; supervisory and reporting relationships; and review all Fair Labor Standards Act (FLSA) exempt positions for compliance; Update the mental and physical requirements (for compliance with the Americans with Disabilities Act) that an individual must have or meet in order to be able to perform the duties of the described classification; Provide recommendations for improving overall classification structure, classification series, and career ladders which support the organization's management approach and succession planning; Conduct orientation and briefing sessions with management staff and all necessary employees as needed, Provide appropriate implementation and maintenance manuals; Conduct training sessions for designated staff; Review all compensation policies and practices and create a total compensation Philosophy customized to the District’s strategic priorities; Conduct a total compensation survey, analyze information, and provide recommendations for compensation and benefits changes; Conduct a comprehensive survey of external regional labor markets impacting the District’s area job market for all positions, looking at both private and public employers.
