[A] Budget: Looking for Proposals
[B] Scope of Service:
Vendor needs to provide outside counsel and provide legal services to the DECD related to financial assistance, grant, loan, line of credit, tax credit, and economic development programs and projects it administers to the government authority located in Connecticut.
- Drafting legal documentation to award grants and provide loans and loan guarantees under the Programs administered by the DECD; preparing and distributing closing documentation, including any documentation to secure the grantor’s interest, and coordinating and conducting the grant, loan or loan guarantee closing,
- Collecting and developing workouts related to Programs and on loans and/or grants where the recipient of funding is in default,
- Drafting and/or reviewing legal documentation for Programs and tax-related financing transactions including tax credit programs; preparing and distributing closing documentation; coordinating and conducting project agreement closing; and reviewing project performance to determine tax credit eligibility,
- Drafting and/or reviewing legal documentation for Programs and major development projects that involve real estate, public funding, environmental, and/or development contract issues,
- Using, developing, or assisting in developing form documents and procedures to maximize efficiency and cost effectiveness of the Services, and Programs,
- Performing all necessary and reasonably related assignments and tasks as directed by the ATTORNEY GENERAL,
- Conducting review, analysis, investigation and research,
- Preparing, writing and providing to the ATTORNEY GENERAL or his designee and DECD documents and instruments, in electronic, magnetic, paper and any other form as necessary
- Providing all necessary expert, technical, paralegal, clerical, document retrieval and analysis and other litigation and legal services support,
- Providing staff, equipment, and expertise to minimize the administrative burdens imposed on DECD, OAG, and other state agencies, employees, and officials.
