[B] Scope of Service:
(1) Vendor needs to provide auto staffing software
- The software must integrate seamlessly with our Adashi Records Management System,
- The system should be able to generate payroll files in a suitable format to be used by existing & future payroll systems.
- The system should provide an option to export overtime codes, hours & minutes, and other associated information to the organization's existing payroll solution.
- The system must include reports detailing all aspects of an employee's vacation, assignments, changes to on duty shifts, sickness and overtime/payment transactions, employee list, employee qualifications, shifts lost, contract report and audit report.
- The system must include reports detailing all aspects of a station member's vacation, assignments, on duty assignments, sickness and overtime transactions, employee list, employee skills, shifts lost, contract report and audit report.
- The system should have an audit trail that clearly reflects the user information for all information added, edited or deleted from the system.
- The audit trail should reflect the host information for the audit trail record including the host IP address.
- The audit trail should include the username, date/time added, edited or deletion occurred.
- All reports must be available in PDF, CSV, and excel format.
- The designated user should be able to modify existing reports. The system should also allow specified users to manage employee assignments, qualifications, and licenses.
- The system should alert users when employee qualifications, certifications and/or licenses have expired or if they are due to expire within a pre-defined period.
- The system should be able to create multiple unavailability assignment codes.
- The system should be able to create multiple on duty shift assignments types.
- Users must be able to attach email addresses to each assignment type (for notification purposes).
- The proposed system should be designed as a completely browser-based solution and not require any special plugins to be installed on the computer, including Java and Flash.
- The system should be SAAS system and should have a Microsoft SQL back end.
- The system should work with all major browsers including but not limited to Chrome, Edge, Firefox and Safari,
- The system should be able to export all data held in a useable format e.g. csv, pdf and excel. Users should be able to manage all aspects of a roster via a browser.
- All systems updates are included with the annual agreement.
- The system should support role-based security with different roles including view-only, edit self-only, edit others, etc.
- The system should be able to export the current roster to other systems.
- The system should be able to create a login message which can be easily updated.
- The system should be able to add duty comments to a specific day on any specified roster
- The system should be able to store employee personnel details. Access to employee details should be restricted to specific users and the employee.
- The user permissions to create a staffing issue must be linked to user access rights.
- The system must have the option to turn on or off the user's ability to create a staffing issue.
- The system should have a system to communicate with all or specific users.
- The system should allow users to send and receive internal messages.
- The system should have the ability to send broadcast messages.
- The system should have the ability to setup accrual banks by years for service
- The system should have the ability to setup granular access to various parts of the software
- The system must be able to interface with the following: Roster data exported to CAD/RMS/Other software products, Have an API, Interface with our MDT response software, Interface with ICS software for accountability, Export data into our MUNIS Payroll system
- The system should provide a method for calculating the number of shifts worked monthly and yearly on specified rosters.
- The system must allow all shift adjustments to be authorized by predefined users.
- The system should be able to easily move staff from location or unit to another for all or part of a shift,
- End users should be able to view and manage their rosters on smartphone apps for iOS and Android smartphones.
- End users should be able to request vacation/sick time via the smartphone app.
- The system should be able to send overtime availability to all or specified users via a text message, app message or voice message.
