Government Authority located in Connecticut; USA based organization looking for expert vendor for automated closed captioning system.
[A] Budget: looking For Proposal
[B] Scope of Service:
- Vendor needs to provide automated closed captioning system for three simultaneous video productions,
- The automated closed captioning system must meet the following minimum specifications:
- Provide for 24/7 speech to text translation in English,
- Create English language closed captions,
- Be “plug and play” and provide captions with an accuracy rate of 97% without any modifications to the standard system dictionary,
- Create closed captions in real-time for live broadcasts,
- Translate speech-to-text by monitoring an audio signal of live content provided by CT-N,
- Create closed captions in a “post-production” mode by accepting video file and processing speech-to-text from that file in faster than real-time,
- Create an output that releases closed captions at a smooth consistent rate without bursting,
- Detect a change of speaker and insert chevrons when there is a change of speaker,
- Insert punctuation but not limited to, periods, commas, and question marks,
- Recognize standard English dialect,
- Recognize and accurately translate English dialect containing various cultural accents,
- Able to “learn” or be trained to recognize regional terms and proper names,
- Capable accepting AES and analog audio sources,
- Able to have remote access to unit software via built in protocols,
- Shall include any and all power cables, audio breakout cables, or adapters required to operate or connect the product to existing control room 20-amp rack power strips, XLR analog audio sources or digital AES or video sources on BNC connectors, etc.
- Optional Specifications will also be considered:
- Ability to create Spanish language captions,
- Redundant power supplies,
- Allow for a closed caption output stream to a public url.

Onshore (USA Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
