Government Authority located in Stratford, Connecticut; USA based organization looking for expert vendor for implementation science consultant services.
[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide implementation science consultant services to the government authority located in Stratford, CT.
1. Review and analyze data relative to the Stratford’s housing market and examine land use policies, demographic patterns and other subjects pertinent to this effort.
2. Review existing plans and studies that relate to the development of new housing as well as access to housing and other housing related issues.
3. Working with the Stratford Housing Partnership, develop and implement a public engagement strategy to help identify housing goals, frame issues as well as evaluate solutions and/or strategies.
4. Attend monthly meetings with Housing Partnership and conduct workshops to educate and engage members of land use boards/commissions and all residents (roughly 10-12 overall meetings depending on proposed timeline of tasks).
5. Perform appropriate analyses to identify housing opportunities and to assess possible housing locations in Stratford for the growth of new housing that would meet the needs of all residents. 6. Identify best practices applicable to a town similar to Stratford and available/potential resources needed to meet housing goals identified through this process.
7. Review the Town’s Government-assisted affordable housing inventory and evaluate past and current actions to promote affordable housing.
8. Recommend actions to meet/exceed minimum 10% threshold requirement per the State’s affordable housing statute 8-30g.
9. Explore the development of new ordinances and regulations that may help promote the desired housing stock.
10. Prepare a report detailing findings and recommendations as well as an actionable implementation plan that identifies and prioritizes specific actions to be undertaken to address any potential obstacles.
(2) All questions must be submitted no later than March 12, 2020.
(3) Contract period will be for one year.

- Onshore (USA Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
