[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to employee benefits consultant services to perform the full range of
services related to the design, maintenance, communication, and improvement of the group insurance and related programs,
- Advise the MDC on new developments in the field of insurance, including but not limited to, the mandates of the Affordable Care Act. Assist and provide recommendations on compliance with
requirements of State and Federal regulations, statutes, and mandates (COBRA, HIPAA, FMLA, Healthcare Reform
- Develop and present, for the consideration, a comprehensive paid-time-off program for employees, including supplementation with long-term and short-term disability policies,
- Develop strategies for presentation and implementation of any new benefit program to employee unions and other interested parties, and coordinate and conduct employee informational meetings during open enrollment.,
- Assist staff at the MDC in the administration of group insurance plans, respond to questions from, and provide information to staff, and periodically review the insurance plans’ claims and fees and provide a reasonability analysis in comparison with industry norms,
- Provide staff with options and support necessary to implement a comprehensive wellness program,
- Advise the on implementing a new over-65 Medicare supplement to replace a dated plan. Assist the with processing until a new Medicare supplement is in place,
- Assist MDC staff with long-term planning on cost containment or new plan designs for the under-65 retiree population,
- Assist MDC staff with strategic thinking and long-term planning for executive compensation, life insurance, and other employee benefits,
- Provide a disruption analysis relative to the provider, pharmacy, hospital, and appropriate other vendor networks,
- Develop strategies for implementation of new benefit programs to employees through two- way communication and educational programs.
(2) All question must be submitted no later than February 7,2020.
(3) A contract term will be for three years.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
