Government authority located in Stratford, Connecticut; USA based organization looking for expert vendor for mapping service.
[A] Budget: Looking for Proposal
[B] Scope of Service:
Vendor needs to provide mapping service for storm and sanitary systems to the government authority located in Stratford, CT.
- Stormwater Map: The Town stormwater system GIS map was created in 2010 to include outfall symbols and attribute tables in compliance with DEP NPDES MS4 storm water permit; however, the base data came from mapping that was updated through 1994. Subsequent improvements have not been added to the map. Town staff has added symbols for storm water quality units. This
data is available in ArcGIS digital format
- Sanitary Sewer Map: Several pipe segments with attributes of pipe and manholes are also mapped with an associated database. This was updated in 2010 and 2017, which included additions of hyperlinks to record mapping and issued permits. The data is available in ArcGIS digital format.

A. STORMWATER: -
1. Review the collection of scanned maps and compare to the current GIS map data, working from newest to oldest. It is estimated that the number of maps to be geo-referenced are as follows:
- Drainage Maps: 1100 map files
- Road and Drainage Plan and Profile Maps: 600 map files
- Bridges: 25 map files
- State Roads: 450 map files
- Miscellaneous Road Projects: 310 map files
- Geo-reference each record map to the Town’s GIS System. Draw the map extents of each plan view map and create a hyperlink to each scanned record map extent defining the map coverage. The hyperlink should find the plan view map and associated plan set maps for each link.
- For each storm sewer plan view record map, or at least the most current record map, note and track if the current GIS map reflects the information from the most recent record map and note the type of editing that will be needed. Also, indicate on the GIS if editing of the map is needed, so it will quickly reflect where GIS feature editing needs to be performed.
- Note and track the need for editing of outfalls (and associated tide gates) that need to be added to the map.
- Include an allowance in proposal of $30,000 to be used for editing certain critical areas where the current GIS map conflicts with record mapping or shows layout errors or missing catch basins, manholes or pipe segments.
- When edits to mapping are required, provide a proposal to create digital GIS lines and symbols, and database for each catch basin, manhole, outfall, stormwater quality unit, pipe segment or other storm infrastructure feature that is modified or added and include information such as:
- Conduit type, material, size, date of installation.
- Date of repairs or replacement.
- Other info that may be useful to collect or track.
- This work would be paid for under the $30,000 allowance for editing
B. SANITARY SEWER: - Work shall primarily consist of substituting the current hyperlink for the record mapping on piping less than 10” in diameter (i.e. all 8” sewer lines in town) using a geo-referenced map extents symbol identifying the map coverage to hyperlink to the plan.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
