[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide billing, collections, consumption data analysis, payment processing, and customer services to the government authority located in Stamford, CT.
- Three separate categories: 1) consumption data analysis; 2) consumption data analysis, billing and collections and payment processing and reporting; and 3) consumption data analysis, billing and collections, payment processing and reporting and customer service.
- Consumption Data Analysis includes unrecognized installation/premise id, duplicate installation/premise id, metered well accounts, non-metered well accounts, special billing accounts, one read consumption, aquarium consumption, consumption variance from year-to-year, cancel/re-bill accounts, other billing accounts as required.
- Consumption Data Analysis, Billing and Collections and Payment Processing and reporting based on the consumption data analysis, prepare and send bills and collect payments for approximately 20,000 customers, collection process and procedures to include customer notification of late
payments and procedural interface with agency and the city town clerk for lien processing and further legal process as necessary and develop or use the existing automated lien processing system including placement of liens and recording on land records.
- Customer services to include receiving and responding to customer inquiries via phone and e-mail to include balance inquiries, payment information and consumption information, customer services that will include receiving and responding to all types of customer inquiries, processing of cash payments, and customer correspondence concerning delinquent accounts, carry to resolution customer complaints to ensure superior customer satisfaction.
(2) All question must be submitted no later than December 11, 2019.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location
