Government Authority located in Milford, Connecticut; USA based organization looking for expert vendor for independent employee benefits consulting services.
[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide independent employee benefits consulting services Consulting services shall include, but not be limited to, day-to-day benefit consulting, recommendation, review and analysis of renewal offers, design and oversee compliance of service level agreements from service providers and/or carriers and other administrative and labor-related services to the government authority located in Milford, CT.
- Ensure that all arrangements with any administrator and insurance carrier are strictly adhered to monitor stop-loss thresholds and ensure compliance when thresholds are met, advise as to recommended stop loss attachment points, as appropriate,
- Provide current information on managed care delivery systems, including, PPO’s, HSA’s and
other current and emerging systems and any other general health care consulting advice,
- Perform a rate analysis, evaluate and negotiate all renewals for each fiscal year,
- Perform a rate analysis, evaluate and calculate all renewal premium cost-shares for each
fiscal year for each City,
- Monitor and maximize management information available through all providers,
- Intervene and resolve claim issues, assist with billing issues and other vendor/employee/retiree issues as presented,
- Monitor and coordinate services including: claim processing, trend analysis, booklet, identification cards and administrative, premium payments,
- Prepare reports to include the impact of changing benefit levels and provide guidance and
advice on implementing any changes,
- Assist and provide recommendations in order to fulfil compliance requirements of State and
Federal regulations, statutes and mandates. (COBRA, HIPAA, Healthcare Reform, ACA, etc.),
- Prepare and manage and assist in selecting Consultants for superior performance of the Total Rewards program which includes, but is not limited to, various benefit plans and incentive programs, pharmacy programs and stop loss,
- Provide ongoing analysis and planning of new approaches to employee/retiree benefits,
- Provide ongoing analysis of plan designs, cost containment strategies and cost sharing
alternatives available to the City
- Develop strategies for implementation of new benefit programs and execute plan to employees and retirees through various communication tools and educational programs,
- Develop alternative employee contribution strategies and formulas, as needed.
(2) All the questions must be submitted no later than November 26, 2019.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
