(1) Vendor needs to provide analysis of distance learning technologies and solutions for allows distributed students and instructors (represented by a personal avatar) to simultaneously interact with each other through voice and chat, while accessing learning content, distance learning by enabling distributed instructors and students to remotely access classroom content across long distances as avatars in a 3D virtual training environment, access over great distances to reduce the need to travel to learning sites for courses, easy to use/learn/develop in environment, allows distributed students and instructors to interact with each other in real time through voice and chat and review current and evolving distance learning technologies based on distance learning requirements found in this document.
(2) This bid is set aside for total small business.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
