Government Authority located in Hartford, Connecticut; USA based organization looking for expert vendors for third party evaluator services.
[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide third party evaluator services consultants to conduct independent, third party review of grant outcomes and deliverables for federal, state, private and other grants and state-funded initiatives, on an as-needed basis. In anticipation of future grant awards which may have a requirement for third party evaluation services, seeking qualified consultants to provide independent evaluation services on an as needed basis.
1. Assist CSCU with developing third party evaluation plans during grant’s proposal period.
2. Meet with grant staff at participating colleges to discuss grant deliverables and outcomes; program implementation and milestones achieved.
3. Review existing data, and develop and implement new data collection procedures. Depending on the nature of the project, processes may include site visits, interviews, focus groups, observations, professional development evaluations, surveys, and assessment data.
4. Implement data collection based upon developed and mutually agreed upon procedures.
5. Conduct interviews and surveys with program participants, faculty, staff, and employers and/or college industry advisory groups.
6. Analyse collected data. The most appropriate data analysis techniques for each project shall be determined based upon the project’s unique characteristics.
7. Document progress and report findings to the grant’s Project Director or Project Advisory Council on an agreed-upon schedule.
8. Provide a multiple written report, on an agreed-upon schedule. generally, a minimum of two written reports; one interim report and one final report, submitted to the grant project Director or CSCU designee to the government authority located in Hartford, CT.
(2) All question must be submitted no later than June 4, 2019.
(3) The contract term will be for five years.

Onshore (USA Only)
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
