[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide healthcare consulting and benefit administrative services.
- Healthcare Consulting include negotiate premiums for fully insured lines of health insurance, calculate health insurance premiums for self-funded plans, determine health plan annual reserve requirements and report in august, annually, assist with annual renewal process, provide and maintain health fund model(s) to be used for budgeting and five year forecasting of health fund activity, and update periodically, serve as liaison for health insurance vendors, agencies or any stakeholders, provide written responses to data requests from actuary regarding OPEB and other related healthcare reporting, provide recommendations on all aspects of operating a health insurance plan such as: cost savings initiatives, plan design changes, plan eligibility modifications, etc. including written cost impact statements, provide monthly claim utilization reports, monitor contractual reimbursements, rebates, subsidies and discounts for accuracy and resolve any discrepancy with appropriate vendor, assist in preparation and approval of member communications and summary plan documents, assist counsel, administrator or other stakeholders with legislation regarding health insurance plans.
- Benefit Administrative Services include serve as an advocate for health plan members and all other stakeholders, provide call center for all retiree benefit plans with extended seasonal hours as needed, and a toll-free number, provide appropriately licensed team for medicare retiree population, a sufficient number of team members to meet the demands of the population. your proposed team must include a data analyst proficient in Microsoft products, manage all aspects of new enrollment process for retirees, initial outreach; application process, verify medicare eligibility, manage monthly webinars, periodic retiree workshops, vendor monthly claim reporting and COBRA administration, maintain call-tracking database reporting system to prepare call benefit activity reports, Manage, troubleshoot, resolve claim issues, prepare appeals for plan members and provide
monthly resolution reports, notify TRB of any potential systemic system issues.
(2) All question must be submitted in written no later than March 29, 2019.

Performance of the work will be Offsite. Vendor needs to carry work in their office location
